About Joe Heflin

State Representative Joe Heflin was first elected to represent the citizens of Texas House District 85 in 2006. He quickly became known for his hard work, his commitment to represent the interests of his constituents, and his bipartisan, team-player approach in the Texas Legislature.

• Representing House District 85

Recently Rep. Heflin received an opportunity to study and make recommendations for agriculture and rural policy on behalf of the Agriculture and Energy Committee of the National Conference of State Legislators (NCSL). He presently is serving his fourth year on the Texas House Committee on Agriculture & Livestock, and he serves as Vice-Chair of the Texas Legislature's Rural Caucus. In addition, Rep. Heflin is a member of the House Committee on Elections and the NCSL Environment Committee.

He previously served on the House Committee on County Affairs, and during his first term of office was appointed to serve on the House Select Committee on Property Tax Relief and Appraisal Reform. The committee pressed for passage of the recent constitutional amendments to protect property taxpayers.

Rep. Heflin is a tireless advocate for economic development, rural health care, public education, fiscal responsibility, and effective local governance. He has received a number of awards for his work in the Texas Legislature.

• Joe's Personal Life

Joe is a native West Texan, born in Morton, Cochran County, Texas. The grandson of cotton farmers and carpenters, he credits his dad for teaching him how to work. He gives tribute to his mom, a teacher, for instilling in him his love for reading and for learning.  Joe has never forgotten his roots and his West Texas values.  His voting record reflects his priorities of God, family, and community.

He is a graduate of South Plains College, Eastern New Mexico University, and Texas Tech University School of Law. Before his election to the Texas Legislature, he served five years as County Judge in Crosby County and was elected to two terms as Alderman of the City of Crosbyton.

Joe and his wife, Linda, live in Crosbyton, where he maintains a solo law practice. The Heflins are active members of First Baptist Church and continue to be involved in their local community. Joe frequently volunteers his skill as an auctioneer to assist groups throughout House District 85 with fund-raisers. Linda and Joe have two daughters, a son-in-law, and three beautiful granddaughters.
